Competency requirements

  • Applicant's name must be shown on the document and must match the applicant's name as it is registered in the system.
  • Accepted Evidence:
    • Statement of attainment showing all mandatory units within the course, some selected mandatory units within this course (ONLY when the unit combination is detailed acceptable in the equivalent MTM business rule)
    • Certificate of achievement/certificate of completion can be uploaded for this competency

  • Please visit the Statement of Attainment Business Rule for an additional statement of attainment business rule requirements.
  • The Statement of Attainment must show all mandatory units of competency that are required as shown within the V/Line – Track Force Protection Coordinator (Level 3.3) course requirements listed on the V/Line Safeworking Matrix.  The V/Line safeworking matrix can be found on the V/Line website.
    • TLIL0010 Implement a track occupancy authority supersedes and is an equivalent of TLIL3065 Implement track occupancy protection.


  • For the Briefing Attendance Record (see example), all highlighted areas must be completed and approved by one of the following:

    • Steven Trotman
    • Christopher Reeves
  • Black & white or colour copy of the document is acceptable.
  • Document must be clear/legible.

Upload requirements

  • Date of assessment/date of completion/date shown on the certificate/briefing must be entered as the issue date within RIW.
  • Enter the expiration as a date 2 years from the issue date.
