  • Course title and associated level to be listed on the certificate to contain any of the following wording - Master’s Degree in Engineering
  • Any Master of Engineering degree is accepted regardless of the field
  • Document / Certificate / Number must be indicated on the certificate
  • For overseas/international engineering qualifications to be accepted in the RIW Program, the qualification needs to meet one of the following requirements:
    • The degree is recognised by the Washington Accord Rules. The qualification will need to be checked by using the following link: http://www.ieagreements.org. A PDF of the search result will need to be uploaded alongside a certified true copy of the degree. 
      • The search result can be downloaded by selecting the Download PDF button.


      • The issue date of the degree certificate must occur in between the "Intake Dates".

      • The "International Recognition" must state Washington Accord

    • A letter from Engineers Australia showing completion of Stage 1 competency assessment.

      • The name on the letter must match the name on the degree.

      • The occupational category must be "Professional Engineer".

      • A certified true copy of the degree certificate and the "State 1 Competency" letter must be uploaded

    • A "Migration Skills Assessment Competency Demonstration Report" from Engineers Australia.

      • The name on the letter must match the name on the degree.

      • The "Occupation Classification" must be "Professional Engineer".

      • A certified true copy of the degree certificate and "Migration Skills Assessment Competency Demonstration Report" must be uploaded.

Competency Requirements


If High-Risk Licence / Statement Of Attainment is uploaded:

  • Name on Licence or SOA to match the person registered.
  • Either Class / Codes  to be listed and matched to competency selection accordingly or
  • SOA unit of Competence is to be listed and matched to competency selection accordingly
  • Black and white or colour is acceptable
  • Must be issued on Work Safe or relevant Government Authority High-Risk Licence
  • Only the front of this licence is required to be displayed in the file upload
  • A digital version of the High-Risk licence is accepted however it must be validated against: 
  • If a digital licence is presented it must be a screenshot of the digital licence and not an email confirmation of the licence. All other features of the High-Risk licence must also be present as stated above.
  • If the licence has not yet been received by the applicant, a temporary email confirmation titled ‘Confirmation of a licence to perform High-Risk Work’ can be accepted for a period of 60 days from the receipt date of the email from the issuing organisation (via licensing@safework.nsw.gov.au), however, their licence details (name and licence number) must be validated against the NSW licence check website (https://www.licencecheck.nsw.gov.au/s/).

Please note:

  • If the High-Risk licence or statement of attainment is valid and issued within the last 2 years apply a 24-month expiry from the date of upload or apply the licence expiry (whatever expires first)
  • If the High-Risk licence or statement of attainment is valid but issued greater than 2 years ago then apply a 30-day expiry date from the date of upload or apply the licence expiry (whatever expires first) to allow the worker to obtain a VOC.


If Temporary Document

  • If the licence has not yet been received by the applicant, a temporary document titled 'Notice of Assessment' can be accepted for a period of 60 days from the completion date letter from the issuing organisation and may also be accepted as a temporary document for one month from the issue date on the letter
  • Please note: High-risk licence renewal receipts can be accepted for a period of 4 weeks from the receipt date. All other features of the High-Risk licence must also be present as stated above.


Note, the Initial Attainment grouping can only have the Temporary document and the valid High-Risk Licence / Statement Of Attainment uploaded 1x each. After which a VOC document must be loaded.
