ARTC - Combined course TLIB3102 & ETM-06-10 Rail Stress Workshop (96589)


Competency requirements

  • Statement of Attainment (issued by an RTO) showing completion of TLIB3102  is required and a Certificate of Achievement showing "ETM-06-10 Rail Stressing” or the previous title “ETW-01-05 Rail Stress” (This is a non AQF training convention issued by an RTO.      
  • Applicants name to be shown on document
  • Applicants name on document must match cardholders registered name (However shortened versions of first names such as 'Chris' for 'Christopher' is acceptable)

Please note; the certified document that has been issued by the Registered Training Organisation (RTO)** must meet the following requirements to be approved:

  • Include term "Statement of Attainment"
  • RTO Name, Code and Logo
  • Name of Applicant
  • Units of competency code and name, date completed
  • Date certificate issued
  • Authorised person name or title (does not necessarily need a signature)
  • Issuing organisation's logo / corporate identifier / unique watermark and / or document or certificate number
  • Nationally Recognised Training (NRT) Logo (For a Statement of Attainment only - Not Card)
  • There is no expiry date on a Statement of Attainment or Transcript.**RTO registration must only have been current at the time of training completion / awarding the document
  • Document verifier to ensure the Issue of this document is an RTO.

NOTE: If the unit code letter version e.g. (A,B,C,D,E etc.) differs. Superseded units are acceptable for the competency


NOTE: Temporary / Interim statement of attainment evidence or letters indicating they are for temporary issue until 

statement of attainment certificate is provided to applicant is acceptable for a period of 4 weeks only from the date of the training being complete which should be indicated on the letter providing it has been issued by an RTO and indicates completion of a nationally recognised unit code

  • For Certificates (where this unit is listed) issued prior to 2015 we accept documents where the qualification page must have the NRT, name of the RTO, name of the learner and the second page must have the name of the learner, a matching certificate number to the qual page, and the name of the RTO, but does not have to have the NRT logo.

  • Directly awarded by the RTO who delivered the training, or
  • Added by a company if the certificate has back-to-source verification, such as a QR code. Please check the accepted evidence below for an example.

Competency requirements

  • This course will provide practical demonstrations, and opportunities for the student to practice the ARTC Rail Stressing process, however, the course alone will not provide them with a Statement of Attainment
  • As of 02/05/2023, John Holland certificates are no longer accepted.

Certificate of Currency. ARTC - Test rail using ultrasonic equipment or non-destructive testing equipment (44441 or 43730)


Competency requirements

  • Applicant name must match the name in RIW, shortened names are acceptable Chris for Christopher etc.
  • Upload either a certificate of achievement, certificate of currency or, certificate of competency showing completion of Test Rail using ultrasonic testing equipment or Test rail using non-destructive testing equipment.
  • The document must be issued by a registered training organization (RTO) or Level 2 weld inspection issued in accordance with ISO 9712 by ICNDT mutual recognition member or American Society for Non-Destructive Testing SNT-TC-1A 2001.   • Black and white OR colour copy of this document is accepted.
  • The Statement of Attainment issued for this competency must list the following:
    • TLIS3010 Test rail using ultrasonic equipment.
    • TLIS3011 Test rail using non-destructive testing equipment.
  • A Statement of Attainment can be used for the first time so long as it was achieved in the last five years from the date of issue, otherwise, recertification is required to identify you retain the relevant knowledge for the role.

  • The expiry will be 5 years from the date of completion.

  • Document must be issued by a registered training organisation (RTO) with this unit on their deliverable scope.
  • A Statement of Attainment can be used for the first time so long as it was achieved in the last two years, otherwise, recertification is required to identify you retain the relevant knowledge for the role.
  • The following AQF national qualifications must also be held in RIW to show initial training pathway.
    • TLIW0004 Grind Rails
    • TLIW0036 Apply electric welding process to rail. 
    • TLIW0006 Heat and cut materials using oxy-LPG equipment for the rail industry.

  • Evidence for this competency can be either a certificate of achievement issued by an ARTC-authorised registered training organisation (RTO) or a Statement of Attainment issued for the first time by another RTO.
  • The following AQF national qualification must also be held in RIW to show the initial training pathway:
    • TLIW0004 Grind Rails
    • TLIW3015 Weld rail using aluminothermic welding process
    • TLIW0006 Heat and cut materials using oxy-LPG equipment for the rail industry
  • Where a certificate is issued by an ARTC RTO, it must reference the ARTC role, which will be:
    • ARTC - Rail Welder Aluminothermic
  • Note: recertification and renewal are also accepted wording.
  • The following RTOs are approved by ARTC to issue a Certificate of Achievement:

For ARTC Employees Only:
  • An ARTC-issued 'Validation OR Verification of Currency' document may be accepted for this competency.
  • ARTC-issued VOC's do not need to meet the new Network Based verification requirements (e.g. QR Code or RTO Direct Upload. If an ARTC-issued VOC is loaded by an ARTC Administrator to the employees profile, this is acceptable.

Competency requirements

  • Name on document to match the registered person in RIW, shortened names are permitted e.g.: Chris for Christopher
  • Must show at a minimum SkV-Elite Standard Gap Weld - SUC on the certificate
  • The document must be less than 2 years old to ensure it is valid for this competency
