Competency Requirements 

  • Applicant's name to be shown on the document must match the cardholder's registered name (shortened versions of first names are acceptable)
  • Evidence must display the correct item of plant and be loaded against the corresponding competency, i.e a VOC for a Forklift must be loaded against the VOC.LOR - Forklift Operator

For VOC evidence issued by an RTO:

  • VOC evidence (card or certificate) must;
    1. Be issued by an RTO whose status is current on training.gov.au
    2. Include the RTO Name, ID and the VOC details
    3. Include an issue date and/or expiry date.
  • Where an expiry date is provided, it must be current within 2 years and recorded in RIW as listed. If no expiry date is provided, apply an expiry date of 2 years from the issue date.

For VOC evidence issued on LOR or Subcontracting company paperwork by a Cert IV Trainer/Assessor:

  • LOR or Subcontractor company VOC paperwork is acceptable where it meets the following requirements;
    • The plant/equipment listed must match the corresponding plant / equipment RIW role
    • The document must confirm the applicant has been deemed competent 
    • The document must include the date of verification; RIW expiry is to be set at 2 years from this date. 
    • The VOC must be conducted and signed by an assessor with the following training and licence credentials
      • TAE40122 Certificate IV in Training and Assessment (or its superseded equivalent TAE40116); or
      • TAE40110 Certificate IV in Training and Assessment, plus the following units (or their successors): TAELLN411 or TAELLN401A – Address adult language, literacy and numeracy skills; andTAEASS502, TAEASS502A, or TAEASS502B – Design and develop assessment tools; or
      • A diploma or higher-level qualification in adult education.
    • Additionally, the assessor must:
      • Hold the relevant licence/ ticket/qualification or
      • Conduct the assessment in conjunction with a person who holds the relevant licence/ticket/ qualification.
    • The VOC document will need to be uploaded alongside an LOR-issued declaration form. Download the form here.


NOTE: If there is a mismatch between the naming on the VOC document with the plant/equipment competency title in RIW, RIW service desk will need to seek LOR approval for the document – (RIW Company Contact - Glyn Duggan)
