Competency requirements


This 0-6 month monitoring competency is for QNRP transitioned Protection Officers only who have attended either 2021 PO Transition training with Accell or 2021 PO Refresher training with Queensland Rail. It does not apply to new Protection Officers.

 

This is the initial utilisation stage of the monitoring process for a qualified Protection Officer (PO) following attendance for the 2021 PO Transition Course with Accell Training or 2021 Refresher Course with Queensland Rail. The evidence file for this competency is the Protection Officer Certificate of Achievement Transition/Refresher as awarded from PO 2021 Transition/Refresher training and has a 6 month validity period* (see NOTE at end).

 

For the once off awarding of this competency, the Certificate of Achievement for QR Protection Officer (Protection Officer Transition certificate from Accell Training or 3.16 Protection Officer (QNRP Refresher) from Queensland Rail ONLY, not recertification certificate - not accepted) can be accepted, providing it is in date/valid. 

 

The monitoring stages after completing transition training include - initial utilisation (0-6 month monitoring, set with 6 month expiry) followed by the Annual monitoring cycle. Once the 0-6 month transition monitoring competency has been fulfilled, the next monitoring activity due is annual monitoring (due no later than 6 months from the initialisation date which is the attained date shown on the Certificate of Achievement).

The COA awarded as part of the transition training course will include "transition" (if awarded by Accell) or “Refresher” (if awarded by Queensland Rail) on the document. 

 

NOTE: Queensland Rail has provided an extension to the validity period for this 0-6 month monitoring competency to 31/03/22. This provides for the first actual monitoring activity in QNRP V7 to be performed and confirmed in RIW system up unto 31/03/22. If the completion of any monitoring event falls outside of this new extended date the evidence is to be rejected and the person advised to seek advice from railsafetyworker@qr.com.au

Competency requirements

  • To be considered for a mentor role, the person must have a minimum level of experience in the equivalent Protection Officer (PO) role. This determination will be made by the Assessor when assessing the mentor job role. The PO mentor will have passed the 1st time qualified competencies and therefore may progress immediately to the monitoring checklist.
  • For the Monitoring Checklist to be accepted, it will need to meet the following:
    • Protection Officer Name.
    • Card No. and Valid until date shown for the qualification RCPO Protection Officer.
    • Please note that in Section 2 not all boxes need to be ticked.
    • Identify monitoring outcome for RCPO and set expiry date.
    • Confirm supervisor name has signed, dated and ticked yes.
    • Confirm Protection Officer confirmation has been signed, dated and ticked yes.

Competency requirements

  • The Monitoring Checklist is a Queensland Rail internal document used to monitor continuous competency of people with this role.
  • The Monitoring Checklist will indicate what stage of development you have attained
  • The stages include - Initial utilisation (set with 3 month expiry) used to initiate the first 3 month stage - 3 month stage (set with 3 month expiry) - 6 month stage (set with 6 month expiry) - 12 month stage (set with 12 month expiry) this stage is set for the ongoing monitoring post the first 12 month stage
  • Worker must hold 0-3 month utilisation competency, 3-6, 6-12 and 12 month monitoring competencies for this competency to be accepted

    • Please note that in Section 2 not all boxes need to be ticked
    • Identify monitoring outcome for Rail Corridor Protection Officer (RCPO) and set expiry date
    • Confirm supervisor name has signed, dated and ticked yes
    • Confirm Protection Officer confirmation has been signed, dated and ticked yes
  • NOTE: if the completion of any monitoring event falls outside of the expiry date of the previous event, the evidence is to be rejected and person advised to seek advice from railsafetyworker@qr.com.au
  • Note: Alternative Pathway If the PO Trainer holds the equivalent PO Role and has passed the 1st time qualified competencies, this PO Trainer may progress immediately to Annual Monitoring. A valid Annual Monitoring Checklist may be used as evidence, the expiry date to be set in line with the expiry on the checklist. This may be for a period of less than 12 months, this will bring the PO Trainer Role competency in line with the PO Role competency.
